Abstract


The implementation of regional autonomy policies is a necessity in the era of globalization which provides an opportunity for regions to explore the potential income that exists in their respective regions. One of the potential regional income is derived from market retribution. Currently, Bojongmeron Market traders have been relocated to a market that has just been built, namely the main market of Cianjur Regency, the impact of this relocation has resulted in the realization of monthly levy receipts in 2019 that are still far from targeted, the problem is traders refuse to pay market fees in accordance with regional regulations which has just been issued by the Cianjur regency government, because the market conditions are still in transition period, buyers do not fully know the current conditions of the Cianjur main market, there are still many public transportation that have not entered the Cianjur Induk market area, so the market is empty of buyers. The purpose of this study was to determine the implementation of market service retribution governance policies seen from the dimensions of communication, resources, disposition, and bureaucratic structure. This research approach is descriptive qualitative research. Data collection techniques using: observation, interviews and documentation studies. The research informants consisted of the Head of the Trade Sector, the Head of the Section for Business Development and Trade Facilities, the Head of the Regional Technical Implementation Unit for the Cianjur Induk Market, the Cianjur Induk Market Retribution Officer and the Cianjur Induk Market traders. The results of the study conclude that the implementation of the policy has not been going well due to traders who do not want to pay fees according to Cianjur Regency Regional Regulation Number 8 of 2019, so that it affects the realization of the target of receiving levies.
