Abstract

Ulos weaving is a cultural product of ancient Batak people which is still preserved today. The existence of Ulos with the historical, philosophical and aesthetic values that does not waver amid the exposure to globalization products has made Ulos into the intangible cultural heritage of the world by UNESCO. Many villages in the Lake Toba area, where the people make Ulos weaving as their livelihood, one of these villages is Huta Nagodang Village. After being designated as a tourist village, Ulos weaving of Hutagodang continued to grow with the presence of the Harungguan Ulos Weaving Studio under the guidance of Bank Indonesia. Ulos weaving craftsmen are increasingly innovating in producing various motifs and models of ulos. However, as a tourism village, the Huta Nagodang has not a significant development. This is happening because there are still many problems that must be resolved by the management of the tourism village. The research method is a qualitative method with direct observation and in-depth interviews. The results showed that the lack of progress in Huta Nagodang as a tourist village was due to the absence of a tourism village planning concept, and its causing weak institutions, weak attraction management, accessibility, amenities, low human resources, and lack of promotion and marketing. In order to achieve the tourism village target, the various components mentioned above must be prepared by the tourism village manager so that Huta Nagodang village can appear as the best ulos weaving tourism village in Indonesia.
