KINERJA SISTEM INFORMASI (STUDI DI DESA SEMUGIH KECAMATAN RONGKOP KABUPATEN GUNUNGKIDUL)

Abstract


Manajemen publik baru (new public management) dalam penyelenggaraan pemerintahan dan pembangunan desa menuntut pemanfaatan teknologi informasi melalui sistem informasi desa (village information system). Penelitian ini bertujuan untuk mengetahui bagaimana kinerja sistem informasi di Desa Semugih Kecamatan Rongkop Kabupaten Gunungkidul. Penelitian ini menggunakan metode evaluasi kebijakan (policy evaluation). Informan ditentukan dengan sampel bertujuan, terdiri dari: operator desa, pamong/perangkat kalurahan, forum pengembang sistem informasi, aparat kecamatan, dan pendamping sistem informasi. Berdasarkan hasil penelitian menunjukkan bahwa kinerja sistem informasi di Semugih cukup memadai. Kinerja (performance) sistem informasi meliputi kinerja hasil awal (initial outcomes) dan kinerja hasil antara (intermediate outcomes). Kinerja hasil awal meliputi: pencapaian tujuan (goal attainment) yang terdiri dari pelayanan publik, pemutakhiran data kemiskinan, dan jurnalisme warga; kesesuaian strategis (strategic constituencies) sistem informasi dengan kebutuhan; dan  nilai keunggulan (competing values). Kinerja hasil antara yaitu peningkatan partisipasi dan transparansi pemerintahan dan pembangunan desa. Peneliti selanjutnya disarankan agar meneliti kinerja jangka panjang (long terms outcomes) sistem informasi.
